>> reporter: good morning. he is communicating with investigators and officials say there is no larger cell out there. with so many questions unanswered this is a significant development in the investigation. 19-year-old dzhokhar tsarnaev is reportedly awake and responding to investigators' question. sources tell us he is writing out his answers because of a gunshot wound in his throat that has left him unable to speak. a special interrogation team from the fbi will handle the questioning. >> how did they plan this, what was the motive, did they have help and are there others out there? >> reporter: it appears johar as his older brother tamerlan were prepared to set off more bombs when police caught up with them early friday morning. >> they were going to attack other individuals. that's my belief at this point in time. >> reporter: tamerlan was killed during a shootout with police. jahar escaped but was caught friday night hiding in a boat. charges against him could be filed as early as today. the city of boston will take

time to mark the one-week anniversary of the marathon bombings. at 2:50 this afternoon, the city will observe a moment of silence followed by bell ringing throughout the state. there will also be a private funeral for krystle cambell today. there was a public wake in her hometown of medford sunday. hundreds paid respects to the 29-year-old who friends and family said was always smiling. she never let anything bother her just loved life and a genuine great person. >> reporter: tonight, there will be a memorial service at boston university for lu lingzi, the bu grad student killed in the blast. now, the "l.a. times" is reporting that the mother of the two suspects says both parents will travel to the u.s. to clear their sons' names. she tells them that the uncle of the two boys is a big shot lawyer with a big oil company

and he will help their son find a good lawyer. frank and michelle? >> you're talking about the lawyer. can we say any charges soon? >> reporter: i'm sorry, charges? >> yes. >> reporter: yes, charges are being prepared by the justice department and the u.s. attorney's office. they could be presented to him as soon as today. so the idea that he is conscious and communicating could bring charges sooner. >> how about the wife of his brother, tamerlan tsarnaev? the wife is suppos to talk to investigators, as well. >> reporter: yeah. the fbi has requested that they speak with the wife of tamerlan, the eldest brother who was killed. through her lawyer, she apparently has had no indication that anything was amiss. her husband was home after the bombings. they do want to speak to her. she is right now in long island with her parents and the lawyer is now trying to discuss how to move forward. >> can you talk a little bit about the criticism of the fbi

right now? apparently, a couple of years ago the fbi did talk to one of the brothers. >> reporter: yeah. the fbi interviewed the elder brother tamerlan in 2011. the fbi is coming under question because at the time they found no terror activity. so of course there are a lot of questions now including from some senators on capitol hill as to why these two boys might have fallen through the cracks. could they have prevented this? >> hopefully we'll get some answers soon. susan mcginnis live in boston, thank you. boston was on the minds of runners and spectators at the weekend's london marathon. they observed a moment of silence prior to yesterday's race and wore black ribbons. security forces were increased by 40%. even prince harry was on hand mingling in the crowd. >> no, it was never an option to cancel. >> never an option to cancel that race. they had about 35,000 runners on. in e who finished the

race, a fund to help boston bombings victims was begin $3. we'll have continuing coverage of the boston marathon bombings right here on kpix 5 and kpix.com. stay with us. new this morning, five people includi the gunman were shot and killed during a shootout at an apartment complex in seattle. officers say bullets were flying when they arrived at the scene. they tried to help two injured men in the parking lot when one of them reached for a gun. a total of 8 officers opened fire. investigators later found other victims in two different apartments. no word yet on why the shooting occurred. you can expect delays if you are planning on flying anywhere. air traffic controllers are now being furloughed due to the federal spending cuts. kpix 5 reporter elissa harrington is at sfo this morning to tell us how these furloughs could impact bay area airports. good morning. reporter: these furloughs could lead to some major delays at airports not just here in the bay area, but across the country. that is because there are fewer

air traffic controllers on the job. the faa called for two furlough days for every two-week period to cut more than $600 million from the budget. airlines filed a lawsuit on friday asking a federal court to stop the furlough of air traffic controllers. they say that these cuts in hours will result in travel delays of up to an hour. a travel industry analyst says what's happening is political gamesmanship. >> the faa was shut down a few years ago, flights weren't affected. it seems to me like there is a request or directive out there to take steps so that passengers will be inconvenienced and that they will call their elected officials to get them to take action. >> reporter: here's a live picture of mineta san jose international airport. i only found one 30-minute delay this morning and a couple of 10-minute delays in oakland and sfo is on time. even if sfo avoids furloughs, travelers here could still feel

the pinch because of the domino effect from delays at connecting airports. at sfo, elissa harrington, kpix 5. >> airlines say up to 6700 flights per day could be delayed due to those furloughs. 5:06. let's check the weather. today may be gorgeous. >> may hot for some people. 80s yesterday, close to 90 today. >> too hot? no way. bring it on. >> i melt in in a kind of heat but looks like it's going to be another great day outside. if you love the sunshine we'll see it all the way to the coastline again. mostly clear out there now. very mild temperatures especially inland and it looks like it is going to warm up in a hurry for today. 57 degrees in oakland. 57 in san jose. 52 in santa rosa. some cooler temperatures at the coastline this morning. high pressure though strengthening overhead. this will be the peak of the heat. you can see this ridge very strong settling over the west

coast. we have that offshore wind too. that will combine to really crank these temperatures up outside so staying warm today. yesterday we had some upper 80s. today we'll be right back there francisco. when will it cool down? we'll talk about that in a moment. right now let's check the roads with elizabeth. >> thank you, lawrence. some people are complaining it's too hot. outside now it's cooling down. there are no issues at all across the bay area. not much overnight roadwork no big incidents. we're doing well on this monday morning. this is a live look at the bay bridge, "s" curve, traffic coming into san francisco moving still at top speeds even behind the pay gates because the metering lights are not on yet. the golden gate bridge, they should be opening southbound lanes. this is about the time the lane change trucks drive past. no major roadwork between marin county and san francisco. looking at the san mateo bridge now, the right side of your screen, those taillights, that is the commute direction of westbound 92 and that drive

time is still holding steady around 14 or 15 minutes out of hayward to get you towards the high-rise and the other side toward foster city. to our maps and some areas of overnight roadwork should be being picked up right about now. southbound 101 between bailey and coyote creek, there were two lanes blocked. scheduled to wrap up right around now. and westbound 580 the drive time there just beginning to pink a bit 24 minutes out of the altamont pass. that's traffic. back to you guys. >> thank you. 5:08. if you shop in san mateo county, say good-bye to single use plastic bags. a ban goes into effect today in most areas of the county. kpix 5 reporter cate caugiran is in menlo park with details on how the ban works. hope you brought your own bag. >> reporter: that's right. here in menlo park, city officials say about 7 billion plastic bags are used every, single year and according to the environmental protection agency only about 4.3% of those

are recycled so the city of menlo park as well as others in san mateo county are hoping for a change. now, stores in a dozen cities including some unincorporated areas in san mateo county will no longer offer you the option of paper or plastic today so you ghwa to have that reusable bag handy or be prepared to pay 10 cents per paper bag. the board of supervisors approved this new ban back in october. so here's how it works. the ban will apply to all county retail outlets including grocery stores, convenience stores, and pharmacies as well as other shops. the ban does not include restaurant food takeouts or bags used for produce, meat, bulk foods and prescription meds. but here's some good news. we know that in fact here in the city of men, they are offering free reusable bags at different places likely bay area's or recreation or senior centers. live in menlo park, cate caugiran, kpix 5. >> thank you. in california we use 20 billion

plastic bags and the majority of them all end up at landfills or as litter. an annual unofficial pot party at golden gate park in san francisco left a mess for t weekend. accoing to the "chroni e weekd's 420 party at the park drew nearly 15,000 people. they brought a lot of garbage and left it. the clean-up tab for the city, $10,000. the new stadium for the 49ers football team is on pace to be open for the 2014 season. the price tag is $1.2 billion. the second most expensive nfl stadium ever behind cowboys stadium in texas. construction began in santa clara a year ago. the "mercury news" reports the job is costing about a million dollars a day and it's currently on budget. this morning the woman accused of stealing a car with a baby inside is due in court. carla hernandez faces charges of kidnapping, child endangerment, and auto theft

lights up the night sky in argentina. take a look. a security camera catches a glimpse of a fireball as it lights up the night sky. this is down in argentina. it happened just after 3:00 yesterday morning. the suspected meteor caused a flurry of calls from frightened witnesses there. some reported feeling a slight tremor soon after seeing the bright light. it's believed the fireball

disintegrated when it entered the earth's here after what happeneinrussia and siberifew mohs back, d so cool we have it on video. >> it is. let's check the roads. >> liz, take it away. >> the roads are looking pretty good. i got to say. as far as some -- as far as the commute could look like, it's quiet as far as not seeing a lot of overnight roadwork and we have not seen too many incidents except one reported in lanes a little while ago. in the meantime, south bay 101 at trimble both directions 101 moving at the limit. similar story in the east bay. a lot of times we have overnight roadwork on the nimitz but not the case today. this is 880 at hegenberger where everything is looking good past the oakland coliseum and downtown. westbound 580 as you approach 680, traffic is starting to stack up a bit but it's actually the delays are a little farther east. let's check the drive time across this stretch. it's actually slow coming out of the altamont ps

omto north flynn. there was a smaller accident. there was a tire in the road caused a minor fender-bender. anyway, it's now out of lanes but look at that. we're already seeing some brake lights now. an unusual amount of slowing for this time of the morning, 24 minutes out of the altamont pass. once you get closer to vasco road in livermore, then speeds improve once again all the way towards the dublin interchange. so here's a live look at the silicon valley commute. looks great on 237 as you can see there's lots of space in between cars. so everything is pretty good. 7 minutes is that drive time between 880 and 101. checking some other drive times, so except for that one westbound 580 drive time in the yellow this morning, the nimitz and the eastshore freeway look clear and mass transit no issues. bart all systems go systemwide on time. muni, caltrain, and ace train number one also reporting no delay. that is a check of your "timesaver traffic." and lawrence says more good weisn thy.

yes. gorgeous weather coming our way. maybe another beach day for folks. some of those -- liz was out there at the beach, too, isn't that nice. [ laughter ] >> i know. >> a lot of folks headed out to the beach hanging out there. that's when you want sunscreen. but what a beautiful day to the coastline. good day to get out there and enjoy cool ocean waters and we are going to see another day very similar as we head in toward the afternoon. today lots of sunshine and some warm temperatures too. temperatures right now in the 40s and 50s already. by the afternoon, upper 60s maybe some low 70s again toward the coastline. upper 70s inside the bay maybe couple of low 80s and upper 80s near 90 degrees inland so high pressure still dominating our weather today and for the next few days, although today probably the peak of the heat. we are seeing that offshore flow, as well. then the whole ridge axis slides east. so we'll begin to cool things down over the next few days and eventually by wednesday probably some fog returning to the coastline. 80s and 90s into the central

valley. today 80 degrees in yosemite. 66 and sunny in lake tahoe. around the bay these temperatures soaring probably not record breakers but still nice and toesy by the afternoon. 87 in morgan hill. 84 sunnyvale. about 70 degrees in pacifica. east bay numbers into the 80s getting near 90 degrees by the afternoon and inside the bay we'll see some 60s and some 70s. maybe even some low 80s into oakland. next couple ofys, the er wi start to cool off slightly then more fog on the way come wednesday and thursday, temperatures cooler into the weekend. but today, gorgeous day. if you can sneak out to the beach, guys, grab your sunscreen but it will be a nice day. >> today is the day to do it. >> thank you. investigators in texas are still trying to determine what caused a deadly explosion at a fertilizer plant. authorities have now released 911 tapes of the initial moments after the blast in west, texas. mbulance station and a (inaudible). i need as many east texas trus as you can send ." 14 people we d... including 10 responders.

against an alligator. 6-year-old joey welch was out on a canoeing trip when he wandered off into the water and a gator got on his right arm. the father punched the gator on the head and a good samaritan got the al gater to release the boy when he gave it a kick in the stomach. >> alligator went like -- [ noise ] grabbed my arm and couldn't get out. >> why my son has an arm today, why he doesn't have puncture marks, it's a miracle. >> how did that work joey? the faa for two furlough days for every two-week perd to cut more than $6 million from the budget. major airports like l.a.x. and chicago's o'hare are and chicago's o'hare are expected to feel the impact with major delays. if flight controllers at sfo escape the furloughs bay area travelers could still feel a domino effect. >> because other airports such as atlanta, dallas/fort worth, chicago, new york and washington will be affected, so the big hubs are going to be affected. if they cough, we catch cold. >> reporter: airlines filed a lawsuit against the faa on friday asking a federal court to stop the furlough of air traffic controllers. faa officials have declined to comment on the suit. live at sfo, elissa harrington, kpix 5. >> how are bear airports looking right now -- how are bay area airports looking right now? >> reporter: i just checked. and mineta san jose international has a few delays this, nothing big. one up to 30 minutes.

be pushing 90 degrees by the afternoon and inside the bay 75 into san francisco and about 80 degrees in oakland. we'll have more on your weather co ua moment. let's check e roads with elizabeth. >> feels like summer. going to work or school, things are starting to get busier. we are starting to see some traffic pick up. a delay in the outer cash lanes at the bay bridge but fastrak users everything is moving at the limit. no metering lights. so let's go to our maps. westbound 580 we have seen some delays coming through the altamont pass at livermore. a little early there was a minor fender-bender approaching north flynn. it's now cleared out of there but as you can see, the drive time 33 miles per hour getting into livermore and then once you get past some of the livermore exits, closer towards vasco, then we see a much bigger improvement towards the dublin interchange. westbound 237 looks great for the silicon valley commute between milpitas and sunnyvale

and bart we just checked in, so far all trains running on time. that is your "timesaver traffic." back to you guys. >> all right, elizabeth. thank you. checking bay area headlines this morning, richmond police are searching for two gunmen who shot and injured a man on saturday night. it happened on griffin drive. police found the victim in his car. they say the man was targeted. witnesses say the suspects got away in a white suv shortly after the shooting around 8 p.m. on saturday. in hayward a young man who was shot has died. the 26-year-old man was shot saturday around 10:00 in the driveway of a home on franklin avenue. he was taken to the hospital for emergency treatment and died of his injuries yesterday. so far police have no suspects. two huge tunnel boring machines are set to arrive in san francisco this week. they will be used to dig muni's central subway that will connect south of market to chinatown. the work starts in june and the machines will arrive from china in pieces. it's supposed to take four to six tweaks assemble them. they will dig below 4th street

at about 40 feet per day. it is the end of the line in san mateo county for single use plastic bags. the ban goes into effect today in most areas of the county. kpix 5 reporter cate caugiran is in menlo park to explain what the ban covers. good morning. >> reporter: good morning, frank. now, we're live in menlo park. it's just one of the 12 cities and incorporated areas in san mateo county where that ban will take effect today. the hope is to encourage the use of reusable bags and to discourage the use of plastic bags. the board of supervisors approved this ban back in october. the bag ban is as a result of the news that californians use 20 billion plastic bags each year. in menlo park they use about 7 billion a year. the majority of these plastic bags end up in our landfills or out on the streets. researchers have constantly pushed plastic bags have a harmful effect on the environment and wildlife. let's look at where the ban

applies. these include grocery stores, convenience stores, pharmacies as well as other shops. the ban does not include restaurants food takeouts or bags used for produce, meat, bulk foods d prescription meds. we want to make note, if you don't have that reusable bag handy starting today here in those san mateo county cities, you will have to pay 10 cents for a paper bag and that fee is going up in 2015. it will go up to 25 cents per paper bag. so it's a good investment to make right now. live in menlo park, cate caugiran, kpix 5. >> by the end of the year, at least 17 cities in san mateo county will have implemented that plastic bag ban. new this morning, it turns out a new waterfront development deal in oakland requires a substantial down payment from taxpayers. our own phil matier reports that to help swing the deal with chinese backing, oakland has agreed to spend about $25 million in unused redevelopment money. that money would be used to buy

[ laughter ] around the bay area today, we are starting out with some mostly clear skies outside all the way to the coastline. should be a gorgeous day for the beach. sunny and hot inland. then we'll start to see gradual cooling as we head throughout the week. still, that ridge of high pressure dominated our weather with that offshore wind so today, probably the warmest day of the week. and then the temperatures will start to cool off a few degrees each day and i think by wednesday going to see a little fog return to the coastline. no weather-related delays at sfo expected. nice and clear there today about 79 degrees. around the country partly cloudy in houston at 79. rainy and could see some delays into denver, 55. 61 in chicago. and 61 and partly cloudy in new york. around the bay, plenty of sunshine today. the temperatures soaring to 87 degrees in morgan hill. 85 in san jose. about 70 in half moon bay. upper 80s nearly 90 degrees in spots in the east bay. and then as you as you make your way inside the bay should be nice, a gentle sea breeze by

week. this comes as the market finishes its worst week since november. but the market did manage to recover some of its losses friday. the dow rose 10 points while the nasdaq climbed 39. asian markets were mostly hirer ahead of economic data from china. tokyo's nikkei added 2% a nearly five-year high. hong kong's hang seng added a fraction. investors who on to their boeing stock following the grounding of its new 787 dreamliner are reaping the rewards. the faa approved a fix for the battery problem. boeing was up 19% from its low point this year. it may be a better idea to drive than fly especially now with the cost of a gallon of gas dropping 11 cents in the past two weeks. the new lundberg survey found the national average now stands at 3.54 for a gallon of regular. tulsa, oklahoma, is the cheapest at 3.21 while chicago is the most expensive in the
